I'm just interested in knowing who sets it up and what protocols are used.

From when I was around, SOME of the tables (which have the big silver 48 port switches) are on 10GB Fibre connections. The tables with the grey 24 port switches are on 4-6GB copper connections. You'll find it wont be broadcast storms that are slowing down the network, a broadcast storm would be chopped by protocols in place to protect against it. It will shut a port that is causing a loop automatically. The network is exceptionally fast and exceptionally resilient. I've never experienced slows or breaks to the network service.

If the network is 'slow' you should talk to someone at the front, I'm not sure if they still use weathermap to check the network load between the tables and the core. But realistically if it's slow and your referring to NON GAMING activities you might find it has nothing to do with the network itself. I can't/won't go into the specifics A. because I'm not staff but B. because there is a thread that covers the topic I think your angling about.
