to send a stream:

open vlc
media->streaming..
select "capture device"
capture mode: DVB directshow
dvb type: DVB-T
transponder frequency: choose from http://whirlpool.net.au/wiki/?tag=Digital_Channels (eg 177500 for chan 7)
bandwidth: 7 mhz
tick the "show more options" box down the bottom
under Edit Options, change it to :dvb-bandwidth=7 :program=1328 (for chan 7, see whirlpool link for other channels)
click "stream"
click "next"
under "destination" choose UDP
click "add"
type in a multicast address eg 239.239.239.239
uncheck "activate transcoding"
click "next"
change "Time to Live" to something higher eg 10
click "stream"

That's all you need.

To recieve it:
open vlc
media -> open network stream
set protocol to "UDP"
set address to 239.239.239.239
click "play"
