Thing is, water-cooling can be much quieter than a similar performing air cooled setup...
And TT WC setups don't have problems as bad as they used to anymore neon, that was a common problem with there first ever WC release, think it was the 735 series, it was improved but still problematic with the 745.
BUT, A very common issue is user error with installation. Some people just shouldn't be doing ANYTHING with there hands lol. There's people that may have huge IQ's and shitloads of knowledge, but they shouldn't even be touching a screwdriver, let alone messing with the insides of a PC.
Most common problem, overtightening the hoses clamps etc. thinking they have to be ultra tight to make sure no leaks, next thing you know, with a bit of light movement, cracked block!
Just saying, TT isn't that bad, sure they might have some cheap stuff out, but there cheap cases are often as good as if not better than alot of other cheaper cases. I mean, they have cases with PSU's that costs only a little more than a generic POS and I'd go with the TT over generic anyday, from experience it's a MUCH better choice.
BUT - CoolerMaster is now killing it in the quality-budget case/psu combo's. TT is doing great now though, with some really nice new releases.
Oh nearly forgot to add...
That yes, I do agree with building a custom system over any kit if possible, using quality known trusted parts, eg. Swiftech etc.
