my understanding is that if someone registers and confirms, regardless of the waiting list, they are locked in. If someone on the waiting list confirms before someone not on the waiting list, then it doesnt matter - if your registered and confirmed, your in. Once it hits 400, you cannot confirm.

Someone please confirm this?

from here, people who confrim stack up after people who have already confirmed i think.

also from like 4pm on sat or so (depends) we may let people who have not confirmed in, but it all depends.
